Peter M. Antevy, MD is a Pediatric Emergency Medicine (EM) physician practicing in-hospital emergency medical care at Joe DiMaggio Children’s Hospital, a level I trauma and tertiary care center in South Florida. Board-certified in pediatrics, emergency medicine and the complex subspecialty of EMS, he is also the founder and chief medical officer of Handtevy - Pediatric Emergency Standards, Inc., and he serves as the Medical Director for Davie Fire-Rescue, Coral Springs-Parkland Fire Rescue, Southwest Ranches Fire Rescue and United Medical Transport, all in South Florida. Dr. Antevy also serves as Associate Medical Director for several other agencies including Palm Beach County, Florida and he is also the longstanding medical director for two highly-regarded paramedic training programs as well as several mobile integrated healthcare (MIHC) programs in greater Broward County, Florida. Dr. Antevy was recently appointed to serve as the lead pediatric EMS specialist/consultant for the highly-influential Metropolitan EMS Medical Directors Coalition. This highly-cohesive international consortium, known for envelope-pushing education and operational advances in 9-1-1 care, is largely comprised of the jurisdictional, accountable medical directors of the 50 to 60 largest municipalities in the U.S. and Europe as well as several key U.S. federal agencies.
Brianna Baldwin is a graduate of St. Louis University School of Law where she obtained concentrations in criminal litigation and civil litigation. After working in private practice, she returned to the St. Louis County Prosecuting Attorney’s Office, where she previously spent several years as an intern. She remains an Assistant Prosecuting Attorney on trial staff and is a member of the Domestic Violence Team. She carries a caseload made entirely of domestic violence, sexual assault, child abuse, and homicides cases. Ms. Baldwin believes strongly in a multidisciplinary approach to improve domestic violence in our community. In addition to her trial-heavy caseload, she teaches Domestic Violence Investigation at the St. Louis County Police and Municipal Academy and at the St. Louis County Dispatch Academy with Detective Tara Edsall. In 2019, she spearheaded the effort to reform dispatcher policy to make it a requirement that an ambulance be sent to all calls for strangulation. She has recently worked with several agencies to reform local law enforcement caution codes to promote officer safety on domestic violence calls and is currently working on the area’s first ever strangulation police protocol. Ms. Baldwin has had many paramedics and EMTs testify in her trials for physical abuse and sexual abuse cases and often qualifies them as expert witnesses in St. Louis County. She is also an adjunct professor at the University of Missouri – St. Louis, where she teaches Criminal Law.
Erica Carney, MD is a graduate of the UMKC School of Medicine’s BA/MD program and completed her Emergency Medicine Residency as a Chief Resident at Truman Medical Center / UMKC SOM. She then completed an EMS Fellowship at Washington University School of Medicine in St. Louis, MO, and subsequently returned to Kansas City, MO as a double board-certified EM and EMS Physician. Dr. Carney currently practices as a staff physician in the Emergency Department at Truman Medical Center - Hospital Hill / UMKC SOM. She also serves as the EMS Medical Director for the City of Kansas City, Missouri (KCFD), the Missouri Region A EMS Medical Director, Central Jackson County Fire Protection District's Medical Director, the UMKC EMS Education System Medical Director, and is the Medical Director for the Kansas City Zoo.
Patricia Casey made STARS on accident. She’s been a medic for a long time, is also an RN, and has a bleeding heart for vulnerable humans. In 2014, she designed and implemented the STARS Program which was quickly adopted by Cardinal Glennon Children’s Hospital in St. Louis, MO. The success of the program as a potential national model remains important, but maintaining the core value of STARS, which considers that even just one child slipping through the cracks is too many, continues to be priority.
Tricia has been a guest speaker at multiple state and national conferences. Recognition for her work includes the 2018 JEMS EMS10 award for innovation in EMS and the 2019 IL EMSC Ron W. Lee, MD Excellence in Pediatric Care award. She remains active in the field as a part time paramedic for the St. Louis City Fire Department and serves as the chair of the MO State Advisory Council for EMS Pediatric Subcommittee.
Brian R. Froelke, MD is an Assistant Professor of Emergency Medicine at Washington University School of Medicine in St. Louis. He attended the University of Cincinnati Medical School and continued his training at Barnes Jewish Hospital where he served as Chief Resident. He assisted with the construction of an EMS Fellowship Program in which he was the inaugural fellow in Emergency Medical Services. He is the EMS medical director for Christian Hospital EMS in Saint Louis as well as a number of local emergency response agencies. He is the EMS Medical Director for the East Central EMS Region. He is President of the Interstate Disaster Medical Collaborative and the EMS Medical Director for East Central Region.
W. Scott Gilmore, MD is the Medical Director of St. Louis Fire Department, Affton Fire Protection District and Lemay Fire Protection District. He started his career in EMS over 20 years ago as an EMT-A working in a fire based system. He continued his training and became an EMT-I, EMT-P and EMS Educator. Prior to becoming the Medical Director of the St. Louis Fire Department, he served as the Assistant Medical Director. In addition to being the Medical Director, he works as an attending physician in the Emergency Department at Mercy Hospital South in St. Louis, Missouri and serves on the Board of the National Registry of Emergency Medical Technicians.
Joe Holley, MD is the Medical Director for the State of TN Department of Emergency Medical Services as well as the Memphis and Shelby County Fire Departments and several municipal and private ambulance services in West Tennessee. He is the Chief Medical Officer for Priority Ambulance and holds the position of Associate Professor in Emergency Medicine for the University of Tennessee Health Science Center. Dr. Holley has served on over 30 deployments, including Hurricane Katrina and the Pentagon on 9/11, as the Medical Director of Tennessee Task Force 1, Urban Search & Rescue Team and serves on the national FEMA Incident Support Team. He is a member of the CAPCE Board of Directors, the National Association of EMS Physicians and a Fellow of the American College of Emergency Physicians. Dr. Holley is board certified in Emergency Medicine and was among the first group of physicians in the nation to earn the designation of Fellow of the Academy of Emergency Medical Services.

Kimberly Holley is a Canine Search Specialist for Tennessee Task Force One, Urban Search & Rescue Team. She is a handler and member of the Board of Directors for The USAR Foundation, and Chief Operating Officer for Paragon Medical Education Group. Kimberly received her Bachelor’s degree from the University of Arkansas and Canine Behavior and Training Certification from the Animal Behavior Institute. She has served on multiple federal deployments for FEMA as well as assisting several local and regional law enforcement agencies on missing persons cases. Kimberly currently handles two FEMA-certified canines, in live victim search and human remains detection.
Tom Lewis, MD, FACEP is the Mercy EMS Medical Director. Dr. Tom Lewis is responsible for comprehensive medical oversight of all clinical care provided in the Mercy EMS system throughout Missouri, Arkansas and Oklahoma. The ground EMS system is currently comprised of 29 stations in 14 counties.
Dr. Lewis is board certified in both Emergency Medicine and Emergency Medical Services. He graduated from the University of Kansas School of Medicine in 2001, attended specialty training at the Michigan State / SCHI Emergency Residency Program with a special interest in prehospital care. He worked with ground and air ambulance services and developed a comprehensive regional tactical EMS system in Saginaw, Michigan. He continues to work with various governor advisory boards and regional EMS committees. Dr. Lewis has worked at the Mercy Emergency Level I Trauma Center in Springfield, Missouri since 2004 and helped develop an area tactical EMS program while staying involved in EMS education and training. Dr. Lewis is driven by the compassionate delivery of quality prehospital care and is actively involved in education and all aspects of clinical practice.
Taz Meyer is the Chief of the Missouri Bureau of Emergency Medical Services. He joined the Bureau in May 2021 after 20 years of service with St. Charles County Ambulance District [SCCAD] and 35+ years in the emergency medical services industry.
Meyer’s time with SCCAD is divided into two eras – he spent four years as a paramedic from 1989 to 1993 before taking opportunities to lead several EMS education programs in the St. Louis region. In 2004, he returned to SCCAD as Operations Coordinator, and was promoted to Chief in 2013. Under Meyer’s leadership, SCCAD has experienced substantial growth in call volume and added several innovative, value-added programs for residents of the community including critical care transport, mobile integrated health, and the American Ambulance Association award-winning Substance Use Recovery Response Team. During his tenure, the District was twice named “Service of the Year” by the Missouri EMS Association [MEMSA].
Nicholas Miller is the Senior Content and Program Director for EMS World. He is responsible for the programming of the largest EMS focused conference in the world, and the premier website for EMS professionals. Over the last 25 years, Nick has served as an EMT, Paramedic, Critical Care Paramedic, Paramedic Educator, and BS Paramedicine Program Director. Nick is a nationally recognized paramedic educator with specific expertise on BS paramedicine degree programs, critical care paramedic education, military medic education, military medic to paramedic transition programs, and paramedic simulation training. He is a national conference speaker, published simulation author and recipient of the EMS 10 international award for innovation. Nick has traveled the country training elite paramedic groups including the US Air Force SERE IDMT Paramedics, the US Navy SEALS and US Air Force Pararescuemen. Douglas Randell, EMT-P is the Division Chief of EMS at the Plainfield Fire Territory in Plainfield, Indiana. He also is actively serving as the EMS Section Chair of the Indiana Fire Chiefs Association. He became Division Chief in 2016 after acquiring his bachelor's degree in business management from Harris-Stowe State University and after working 20 years at the City of St. Louis Fire Department, most of the time spent as an EMS training officer of over 800 paramedics, EMTs, and firefighters. He has been a Nationally Registered Paramedic since 2009. Douglas is a Girldad of 4 beautiful daughters and 6 grandchildren.
Justin Rapoff, DO is the Regional EMS Medical Director for SSM St. Louis since 2014. He oversees 43 municipalities, 114 ambulances, and over 1800 EMT-P/B’s in the greater St. Louis Region. Prior to working in St. Louis, he completed a residency in Emergency Medicine and a fellowship in Tactical Medicine in Chicago, working with the Cook County Sherriff’s Hostage Barricade Terrorism S.W.A.T. team. He has his own YouTube channel devoted to EMS training shorts among some very innovative training he has brought to the St. Louis region including the EMS intubation Challenge and EMS Warrior Challenge. Growing up in central Illinois, undergraduate studies in Biology at Southern Illinois University-Edwardsville, and Medical School at Kansas City University, along with family and friends, have kept him in the Midwest for most of his life.
Bill Seifarth, NRP is the Executive Director for the National Registry of EMTs and has over two decades of leadership experience in the emergency services field. He has worked in a variety of capacities including at the Maryland State EMS Office (MIEMSS), at the U.S. Department of Homeland Security in the Office of Health Affairs, at Inteleos, a non-profit healthcare certification organization, and currently at the National Registry of EMTs in Columbus, OH.
Bill has both a Bachelors’ and a Master of Science Degree from the University of Maryland, Baltimore County in emergency health services, administration, planning, and policy. He is a Nationally Registered Paramedic and has experience as an EMS clinician, an educator, and administrator. Bill’s professional interests include executive leadership, testing, and certification.
Chuck Sheppard MD FACEP, FAAEM, FAMPA graduated from Cornell University in 1967 with a BS Engineering Physics, Graduated University of Missouri Columbia MD, Internship and Residency Internal Medicine Presbyterian Hospital San Francisco. Medical Director Haight Ashbury Free Medical Clinic San Francisco in the 1970’s. He has been practicing Emergency Medicine for over 40 years, has been involved in prehospital medicine for over 35 years and Air Medicine/critical care transport for over 25 years. He has been the medical director for Mercy Life Line for 21 years and full time ED physician Mercy Springfield. He was awarded the AMPA Medical Director of the Year in 2006, the AMPA president’s award for contributions to education 2012, and the Missouri Chapter of ACEP RR Hannas award for outstanding Missouri Emergency Physician. He has lecture extensively in the prehospital critical care world including at AMTC.
John Wilmas, MD attended medical school at St. Louis University, completed his residency in Emergency Medicine at Washington University. He is currently an attending physician at Mercy Hospital in St. Louis. Since completing residency, he has been actively involved in EMS, currently serving as Medical Director of multiple St Louis County EMS agencies including: West County EMS and Fire, Kirkwood Fire Dept., Olivette Fire Dept., Creve Coeur Fire Protection Dist., Monarch Fire Protection dist., Metro West Fire Protection Dist., Ladue Fire Department, and Frontenac Fire Dept. In addition, he serves as the Medical Director for ARCH Air Medical Service and provides guidance as a National Physician Advisor for Air Methods.
Trevor Wolfe, RN, BSN got his start in EMS with West Peoria Fire/EMS service in 1997 while attending Bradley University where he received his bachelor’s in nursing in 2000. He has spent the last 22 years as an ED nurse, including 6 years as a flight nurse 2 years as a SWAT medic in Sangamon County IL and 10 years in the Navy Reserves Nurse Corps.
Five years ago, after watching a coworker get assaulted, he began a journey to decrease workplace violence, working toward and passing three new laws in the State of Missouri in 2021. He currently serves as a member of the Missouri State Board of Nursing, works as the Quality and Education Manager for Mercy St. Louis, and is a guest lecturer at several universities and events. His passion is working for and teaching about legislative advocacy so that you can help to make all aspects of healthcare safer for workers patients and the public.
